The Bush administration’s compliance reports to a new Security Council committee show the
extent to which we are now willing to let the United Nations dictate terms to us.

law and law enforcement as we outlaw worldwide war and weapons."

President Kennedy made the above remark during a speech he gave at the United Nations on
September 25th, 1961, the same day he delivered the disarmament program known as Freedom From
War to the world body. In this alarming statement, Kennedy indicated his understanding that law
is nothing unless it is backed by force. In calling for "worldwide law and law enforcement" at
the United Nations, he threw his support behind disarming his own nation -- which he was sworn
to protect -- and creating international law administered and enforced by the United Nations.
This will be the eighth special high-level meeting between the Economic and Social
Council and the Bretton Woods institutions, the World Trade Organization and the United Nations
Conference on Trade and Development. It will provide an important opportunity for interaction,
at the international level, between policy makers in the areas of finance, trade, development
cooperation and foreign affairs.
